For stats, I'm thinking:
Crit Increase and/or Damage increase for ten seconds, followed by a "sugar crash" which is a speed decrease for five seconds.

Throw it and covers them in the cream of justice(...Ice Cream evidently) and then it does...heal up about 30 percent of the damage dealt and slows them down/makes them "slip and slide"/ Make it so if they press W, they slide a bit more further than where they wanted to end up or something. Idk. Ideas.

you should make it so if i right click it drinks it for 30 health and if you left click it throws it for bleed dmg

You should have it be a thrown item like the Mad Milk, on hit it should cover part of the screen and slow down movement speed.
