It seems Civ 5 was kind of a pain in the ass to work with and I can only surmise that Civ 6 may have followed that same route, possibly leading to JFD not wanting to continue. I've also read some of his postings on leader creation and a posting on his Civ Reflections blog titled "What If" mods (great reads btw, definitely recommend them) where he discusses that modders are able to provide a more thought provoking experience with custom leaders than the base game could ever provide.
Why did I do all this searching? Too many danishes, that's why!
