These should have a passive effect like the Jingle Booties where instead of jingle all the way, Scouts speed varies depending on how much health he has or hes able to move more fluently, idk I'm just spit balling here

What would be cool? If this was a secondary, and you would move twice as fast! But you cant stop and cant air jump! (imagine this with the Baby Face's Blaster, I'd be hell on earth!)

I have an idea for this item. Take it into consideration. If you've heard of jet set radio then perhaps try to copy the skates from the character "beat" if you havent heard of jet set radio, look it up, play it THEN make the skates. They look really cool.
