Minor changes, nothing to big. All future updates will be pushed to the workshop version.
And yes, you can reposition any widget, including custom ones off the workshop.

Does this work with other addons such as other peoples HUDS? Can I use this tool to move their assets as well?

Press the "Explore Workshop" button, find it , select it, and press "install". Then just restart your game and you should have it.

Once the addon is installed, (make sure it shows up in options->addons), go to options->widgets and press the hud editor button.
