Would it be possible to get a jetpack that has limited fuel? Some of the RP servers have issues with unlimited fuel.

No because there is no "fuel" meter/ timer so it's hard to judge when you will fall from the sky with the time restraints, which just isn't practical when having a jetpack. The only issue i can see with unlimited flight is that players can fly around hitting the skybox but the same can be done with the grappling hook. You can just use the rocketboots addon to give someone temporary flight.
