I am also loading from memory, it's on an 4th gen i7 mobile, but like I said the hardware shouldn't be the issue as similar video-based animated backgrounds use <1.5% CPU as opposed to 20% :-/

Hmm i'm no tech so I can't really help you,but I just tried with it and my CPU is around 0.1% to 1% with this wallpaper (i7 4790k),do you have video loading from memory or from disk on the advanced options? I'm using memory

Uses a considerable amount more CPU than similar looping video backgrounds.

Comparison:
Overwatch - Mercy from BlackD uses about 1.5%
D.Va Animated Mech Repair from Naratna uses less than 1%
Overwatch D.Va from SY uses less than 1%
This one: 15-20%.
