I'll take a look, but I'm fairly certain mod authors don't have control over that. For what it's worth, I did gate some of the mod empires behind DLCs so that may be correct if you don't have the correct DLCs.
Multiple mods can't add portraits to the same species class due to how file overwriting works. In order to be cross-compatible, most portrait mods add a new species class instead.

Silfae is very much an active Developer. She doesn't work on Stellaris though, but on CK2 where she seems to have been one of main developers of Huly Fury (basically, not just some hired artist).
