@Batman I can't imagine why he pulled the Hitler mod down from the store, but there's a version of it for VP on civ fanatics. It's 3 years dated though and the mechanics are more balanced tbh.

This mod is meant to be compatible with Events and Decisions Expanded but no unique decisions turn up for Stalin

Does this not work with Community Patch ? Having Community Patch active, when trying to activate this mon (or other mods that add civilications) Civ5 closes.

I don't know if this concern has been raised before but the Warsaw Pact was founded after Stalin died, and in fact after the anti-Stalin forces within the party had moved into a dominant position
