And everyone is upset that the mods are gone, there would be more smiles then frown-upons over the reuploads. It's not like they can't read "hey this is a reupload, got deleted and whatever" and contributions and whatever.

There usually is a reason why mods are removed. One possibility is that the mods you are talking about were already reuploads or that the creator for their own reasons don't want people to download them.
Reuploading someone else's mods is kinda frowned upon. Especially so if the original author hasn't given permission to upload the mod. Plus, I don't even know the creator.
I'm afraid I can't really help you with this one.
You heard of the USMC survivor mods being deleted? I'm looking for the creator of them.
If you ever find the creator of them, or find someone that has the files, get those files and upload them as a reupload to steam workshop.
Or just ask them, just please try to upload all of them back, the nick usmc one was my favorite mod ever.
