btw the mexican skins are bug in the desert, hope you can fix
To reskin you need a program that can open .dds files like Photoshop, GIMP (with a plugin), or anything else that can edit those file types.
The first part is editing the .diffuse of the image, which can be found in Hearts of Iron IV/gfx/models/units. For the Mexico reskin I used the French infantry .diffuse file because the uniforms use similar items for example. The .diffuse is where you would make any color changes that you want to see ingame with the new reskin.
After editing, you would be setting up the file structure and the .txt files to set animations and which country the reskin will appear on.
It's hard to explain in a comment. The easiest way to learn it for HoI4 would probably be by downloading a reskin and opening the folder to look at the contents of it and how it's arranged.
