it uses the google api for text to speech
it sends a request to google for the sound than plays it for the hole server

I can find a online version of it that works with gmod. I am way ahead of you. Plus i rarely play gmod. I don't have much time anymore.

As far as I know it is impossilbe to get audio from in game voice to a webserver outside of the gmod server.

Best off looking toward a more advanced sollution for speech to text, something like Amazon AWS may pull it off, I have no experience with it though.

NOTE: Google updated it so that you need a token to use text to speech... So while I figure this out, this addon will not work.
