At this point people should automatically assume that any mod requires the ownership of the DLC.

I believe this requires both Civ V dlcs. Sorry for not posting that but I can't remember.

Does this conflict with other mods, or require DLC? The mod is activated, but Seliph does not appear in the list of available Civs.

Looks like that the mod has no diplomatic responses for Seliph Baldos Chalphy. Unless it is updated soon, it will be unwise for the AI to play as this civ...
