I can place the Skyland Mall sign - The main entrance and another wing,but the other "Wings" of the buildings are blacked out. When i hover over it the text reads " Tax rate no more than 4%" I believe. Is there a way to utilize these wings of the mall? I lowered tax rate to 4% thinking that is what was needed,but no luck.

@sethels yeah, that was an "alternative visual." I said some buildings included with the Skyland Mall can be freely placed, not those specific buildings :-\

The paradox youtube video featured glass structures at 0:56 and I can't find them in this collection (as you said in the video)

@fannievery it really says nothing for the average player. obviously the lower the better, but it's not going to make a ton of different. For buildings you're going to use a ton of times like houses, you want the tri count to be lower, like under 2-3k. for bigger buildings that you're only going to use one or 2 times like landmarks, malls, etc, they can be higher.

also, none of them say anything about not working properly

@seashepered06 most of these buildings are too big to be growable, anything that's under 4x4 will be growable
