Probably when an update came out it changed the pricing of some things, the ratings for it were off too.

The game suggests it costs 10,000 to build.
However, you'll need 17,000 in the bank to actually build it.

This is a great mine ride coaster. who cares if it's 'tiny'. Just a homerun on the design, one of my favorites from the workshop.
