Perhaps the uniforms were inspired by the scouts, but this item (as well as a lot of the other items in this set) is more inspired by a US Navy Service Uniform. The naval uniform also included neckercheifs, although they were an optional choice given the officer's rank.

The Scouting movement (Including both Girl and Boy scouts) was formed in response due to England's/ Britain's possible war with Germany in 1910 (WW1 came in 1914)
