Sorry but I don't really know what to say, maybe try the experimental/beta branch and see if it works with that? Have you tried to make your own video wallpaper as a test? If not, might be worth doing, give it a try with a 4k video from videezy.com , they are free to download. If it still doesn't work the issue is with your computer or a combination of your computer setup and wallpaper engine.

No one else puts 4k in the title so I don't know, but my computer can run videos in 4k and no need for a codec pack download. All other wallpapers I have tried work.

Could be either your machine cannot handle 4k videos or you need to download a codec pack like k-lite, they are all mp4 files. They all work fine for me.
