This kinda seems more like a Garry's Mod addon than a TF2 weapon, but I still like the idea.

This gun should have a special stat or related tool item that allows it to use custom music for it, like how a Decal Tool works on an Objector or a Photo Badge.
It should also have purely cosmetic laser-like projectiles, like the SRIV Dubstep Gun.
The rest should be like the default minigun.

I know how to clean dishes at microscopic levels.
Step 1: Make a dubstep dishwasher.
Step 2: Load the dubstep dishwasher with a full load of dishes.
Step 3: Crank the bass up to 11.
Voila! You now can clean with wubs at microscopic levels.

Pros: Shoots translucent rings that lift enemies slightly and pushes them back some. 40% extra bullet (ring) spread.

Cons: Does 30% less damage. 40% slower fire rate.

Good Job with the design of the weapon.

i also think that you should use soundwaves instead of bullets, but what about this pro's and cons?

pros:
small chance to stun enemies
soundwaves penetrates enemies
10% more ammo?
on alt fire: fires one big large soundwave that is able to push back everything in its path.
or : on alt fire: fires one big large soundwave that let everything dance in its way for ... seconds.
cons:
15% less damage
30 % less damage on buildings
any other suggestions?

i think you should try to ask valve if they can add this weapon to the game. i only have one question and that is of you also can make a mod for the bullets, because i currently use this mod en it's really great! only the bullets are not very logical but this skin/mod is just to good to just be a skin.
