I checked the new files and the variable is still there, thus the mod should still work just fine. I didnt try it myself tho.
I dont update the supported version number anymore, so dont trust your launcher when it warns you that this mod doesnt work anymore.
If it doesnt work anymore, please let me know.
I think it works
To be honest I dont know...
But I would assume that it affects the AI too
To be honest I dont know how that works. But probably yes?
Although when I played Ironman two years ago with the mod enabled I got some achievements (if I remember correctly...)
In the config there is a value that makes the techs more expensive based on how much empire size you are above your admin cap. This mod only reduces this value to 0.
It is called "EMPIRE_SIZE_TECH_COST_PENALTY" and its default value is 0.004
That means that in an unmodded game the technologies will get 0.4% more expensive per Empire Size above 30 (the default admin cap).
E.g. an empire size of 35 will make techs 0.02 = 2% more expensive. 40 is 4%, 100 already 28% and so on.

Let me know if anything doesnt work.
I can create a version for 2.1 if you want tho
I don't know why it affects your keyboard controls, because it only changes four lines in the technology section of the "defines" file. But I'll check if it works for me
