Found the solution - to avoid crash and black screen in diplomacy you need to luanch DirectX 9 version and also switch to english language(optional)

There is one problem, When you first encounter them, you have a Blank screen with all the UI dialog just fine and the music also play's, however, when you try and open a new dialog with them, (Opening Diplomacy.) It causes the game to crash.
