I think I had a simmiliar problem. I fixed it after removing all mods in workshop folder or custom folder in insurgency. Maybe there is some kind of bug. Not sure though.

I've removed all sound related mods and it's still not working.

Maybe there is a mod that also includeds counter attack music in it. And that could make this mod not working.

I have done that multiple times to no affect. My other mods concerning music/sounds work fine too. I've even redownloaded this mod twice to no success.

Did you tryed command "snd_restart" ? Type it into the console. It should help.
