The water is raised using a traitor trap( the little floating red hand 'buttons' that only traitors see ); it's in a fairly visible place for traitors but can fail to render on occasion from outside of the room in which it's found, due to the nature of how those entities operate.

Best advice I can give without giving away the location, is to explore the map thoroughly when you are a traitor.

How whe raise the level of the water ?
I have search everywhere but I saw nothing . =C
