Team A can't do anything in those terms since territory points are more scattered and away from the base to its right. To its left, the fuel point is too far from base. Also Team B has better coverture than Team A. Terrain in region A is quite messy delineated also, makin difficult to build strategic defenses or attaks since the terrain is quite open, without some cover structure.
