I am going to try it out as I do not play with the integrated DLC option on and instead prefer the original missions.
I can't find a mod for that nor can I find where in the ini files it is (I bet it is worded in such a way that I will never find it using search words), and I really don't like that effect because I think it is a pure cheat.
Which is a damn shame because ruler armors look so cool, I don't want to have to leave them out just because of something like this.
I think the game already have so many things in the early stage, and almost nothing new in the late game.
As for when they show up, this mod already delays them a bit; but in any game even without this mod you could simply leave the story mission turned on and not do it until you want them to come. This mod really only has a major change to the game timing if you were playing without the storyline mission turned on.
If you are already waiting till final tech of gear upgrades to trigger that mission, the rulers are already trivial unless you use some of the mods that improve them
Just to make late game more interesting.
If you actually disabled the DLC in Steam though, weird.
