CSCheater is actually completely illegal, and in violation of Steam's TOS. Distributing content of a paid for Valve game is in fact illegal IF the downloaders do not own the game in question. Facepunch almost got in trouble for allowing GMod to use textures from other games(mainly HL2) as some people did not own HL2 but were able to use the content from that game.

cscheater is NOT illegal, if it would be, the site would be taken down, right now it doesnt get taken down because it doesnt contain the game, just the resources for a shorter download or gmod textures.

So this is a free and legal alternative
