While it's also on an older version of Stellaris, it's still compatible with 3.1.* without doing any file manipulation.
"For some reason, there was no ugc_684384680 in the Documents\User\Paradox Interactive\Stellaris\mod so I went into steamapps\workshop\content\281990\684384680 and copied the descriptor into the mod folder and renamed it ugc_684384680"
Then update ugc_684384680.mod file with the mod path using your text editor:

Then update the descriptor path in steamapps\workshop\content\281990\684384680 by removing the path line. Should look something like this:

Other people fixed the issue via deleting all descriptor files in Documents\Paradox Interactive\Stellaris\mod then resubbing to all the mods again.
