Does this mod give AI vassals the same limits on number of held duchy's as the player? I am really tired of my vassals having 6 duchy's and no penalties while I can't have more than 2 or 3 with out a penalty.

There probrably is mods out there that remove the AI limitation, but not while favouring the dejure titles over the custom titles.
