ye cause usually when you save it half of their bodies are spawned through the floor. I got a pretty cool method.... first, 'disable NPC thinking' or something like that and noclip yourself halfway in the floor, point down and spawn a combine, this then will result in the combine to stay in the air, keep it like that until you save it, then once you are done load it up and enable thinking, they will be spawned correctly then
