@Bubbles, once you subscribe to one or more designs, you must restart the game again and it will load all subscribed designs where they should be in your ship downloads in the ship designer. You can then save them to a template for the game. I believe you must start a new game for them to appear (its been a while).

Workshop doesn't allow for arms or equipment which is understandable. You have to equip them your self with the technology you have. So yes, they are a ship size template.
