Perhaps the ice forests are a result of metal up top of ice dunes or from asteroids that melt the snow into ice to where they drip down and over time flip due to the heavier parts sinking down (over a long time), and snow over time builds up like stalagmites and the wind clearing away the lighter snow causing a taper effect. Or, I don't know, but this planet will be a nice rogue planet in our server if that is ok.
