-The Puppet Fortress marionettes match the TF2 class skeletons, but not necessarily the SFM ones. You should still be able to attach them to an existing class rig you've animated or recorded.
-The stage and props have no collision, SFM does not upload collision meshes(AFAIK). If you wanted to use the stage and also record gameplay, I'd probably start by recording gameplay on flat ground, and then moving the rig to the stage in SFM's editor mode.
-The weapons should bind automatically to the Medic weapon slots. You could record gameplay with the default medic weapons, and then swap them out in SFM's editor mode.

Animation is very difficult. I'd advise you start by making posters/images, and improving on your skills by watching basic SFM tutorials on poster making.
On your request, I'm afraid I can't make any puppet props for you, as I'm working on other things at the moment. If you're up for it, you could try making your own in Blender. 90% of the puppet props in this set are very simple, even more than making a TF2 hat. I recommend checking my profile for starter tutorials, specifically for making TF2 Hats in Blender. Props work the same way, except you don't attach them to a TF2 head.
As long as you aren't turning around and taking credit for their creation or selling them for money, it's all good.
