Maybe make it so hitting people restores lunchbox items such as sandvich restore slower normally but a big chunk of the recharge returns when you hit someone or do damage overall (more with emblem of great union of socialist soviet republics) because in union you work or you STARVE!! (also it would probably restore reserve ammo or something if you aren't carrying food with you)

This is a good idea, having 2 different weapons in either hand, given that heavy can attack with either hand based off of which mouse button you use. Perhaps the hammer can do 1 thing, and the sickle another.
