I will not modify it, but in the meantime for your key bindings, you always can use the console command "say" with the argument "!pvp".

My knowledge cannot help you, but I have steps to rescue your server:
1- Install Addon hooks Conflict Finder on the server
2- Run in the console (client or server, as you prefer):
find_conflicts_hook_sv PlayerNoClip
3- When you want to stop finding conflicts, run
find_conflicts_hook_sv PlayerNoClip 0

FAdmin in case of DarkRP or DarkRP-inherited gamemodes.
Otherwise I would make my own tiny administration system.
To change server configuration I simply use the server's console though.

The "always" in my description means that if a player is not in build mode , it changes nothing about the original behavior, so it will rely on the Sandbox parameter.
I think that the ULX menu can change the Sandbox parameter about noclip, but I hate ULX so I do not have it installed so I am not sure.
The parameter is: sbox_noclip

This doesnt work for my server. I do !pvp and can still noclip (Yes I set myself as group user) Does noclip need to be turned off or on in the sandbox settings within ulx? I tried off and on.

If it does not display an error about a non-existing command then it worked.
You may have a conflict with noclip allowing: run a conflict test for the event "PlayerNoClip" on the server side, with my addon Addon hooks Conflict Finder .

Settings can also be put in garrysmod/cfg/server.cfg .

Well on a server when i turn buildmode on theres a pink halo that surrounds the player, the halos on gmod lag me very bad, does it have anything to do with PAC3?

Pink?? There is nothing pink in this addon. There is only text to recognize people in build mode.

That is really possible.
Use my Conflict Finder (on server side) with the event name "PlayerSay", like this:
