Should be in the "SCars" tab (little red car icon) but make sure you have SCars Slim installed first

I can help you with creation of NFS edition skins (pearlescent effect, all that stuff).
The latest build of ZModeler 2 (the tool I'm using, aside from Blender) includes a plugin for both TDU1 and 2, so I think it's not that difficult. I don't have the game to try it, though.
Currently I'm not planning on making them ordinary vehicles. This is mostly due to SCars offering more configuration options and functionality.
I intend to convert most, if not all, drivable cars from HP2. So expect these to show up over time.
