You need to subscribe to the mod and then start the game. If the game is already open then you're going to need to restart the game.

With the mod downloaded just go to the game menu and select mods. Then select play a mod and find the Mettaton Ex mod and select it. That's it.

I've been wanting to get around to adding undertale music to the game myself, as some of the music from the game would be very fitting.
