Yes, open it for editing and click play. It sounds like an issue with the editor as I have no control over any of the functionality - just where items are within the level - the custom levels are just text files the game loads. If you report it to the developer within the forum, he is very responsive and good at fixing issues.

Are you asking me to load it IN the editor and THEN play it? Or select it in the Editor list and click PLAY instead of EDIT?

Clicking the PLAY button after the level is selected only causes the buttons to repaint, and nothing else happens.
(This might actually be a problem with the game. I have trouble playing other editor levels as well.)

I just tested it and it still seems to work. Once subscribed it should download. Go into the editor, select a free slot, click download and select the PowerUps. It should now be in the selected editor slot. Open the slot and click on the Play button at the bottom. The level starts out with a bunch of powerups... Once collected, use the Esc menu and restart the level again.

How do I use this? I load it in the Editor and no energy powerups are given.
