Indeed, its a shame mods cannot be decompiled so we can see what other modders are doing, it would make inter-mod compatibility much much easier. If you are savvy and willing to do the footwork to make the mod I am more than willing to share my mods code with you. The function you would be replacing / overwriting from the other mod is named:
"CreatePlacedDescription createplaced"
The real trick is figuring out what the other modder who made the Fly-Fishing mod named their resource file, which you will essentially be modding yourself with your own mod. So long as your mod is loaded after theirs and the resource filename matches then your code-snippet for the createplaced function will overwrite theirs.

Yes it certainly should be, I use this in combination with Something Really Fishy (same concept as intensified docks) without a hitch.
Was using the flatten tool to make the docks fit sometimes, but this saves that hassle and you can't accidently mess up.
