It was from a pack of space skyboxes for CSS on GameBanana. I can't find what one it was but you can always open the map using gcfscape and extract the texture that way.

Yeah, I figured it out. Kinda. I found out the propblem. The archived files ((mapname.bsp.bz2)) will not extract after being downloaded from my fastDL server. This one I know I can do from the workshop, so I can fix that easier, but for the rest of the maps, I have to figure out what is going wrong.

Even though I have CS:S, when testing this on my server, I still get kicked off for "not having map" after it downloads. The server console gets spammed with vphysics errors, as well
