Yes it's been brought up a couple of times, I don't use the mod but it sounds like an interesting idea. However it also sounds like a tedious overhaul mod where you go through all the events that look for landed characters and add it as condition. The fact I don't have to do that with my most of mods is a big reason I have so many available for people to enjoy rather than one or two that other modders make.(its a pretty big part of the decision in what mods I make)
