Short answer: For the lulz!
Long answer: You can switch between them ingame. There is no particular good reason, why they are both in this collection. The ISIS ones is active, but I know from some subscribers, that they switch them ingame, due they like the veteran ones more. So they are included mainly for them.
Let me know if the anwser is obvious, but why would you have both "Veteran Insurgent Skin" and "ISIS insurgent skin" in your collection?

I changed the security models with a PMC set. That helped it with the most maps until now. Just give it a try :)
This collection is subject of continous improvement as it is mainly part of my own gaming experience. But I am always open for suggestions, if you think, that there are missing mods in this collection
