Know any servers that play this map? All the NPCs do is lie there and stair at me, they don't even try attacking.

Sorry, steam workshop version of IOM Mod is outdated. For newest version with shovels, you need to manually install from that link.

@ny, What is SWS?

The IOM version on SWS is not supported, you must install IOM 1.14 Alpha 5 version from here: http://forums.tripwireinteractive.com/showpost.php?p=1427683&postcount=4168

I have IOM installed and everything, up-to-date, configured the .ini file, and made sure I enabled it in the "Work Shop Mutators" tab before starting the map, but all the NPCs still spawn with rifles. What am I doing wrong?

Yes this seems to be an unfortunate side effect of the bots not having guns. If you really want to play it as it is meant to be, I would suggest joining the IOM Players Group to be involved in the next event (The next Scheduled event is Next Tues) http://gtm.steamproxy.vip/groups/IOMMODplayers#events/137703846166340536

It will be under the Firefight Maps, also you can enable the Immersion overhaul Mutator in the SWS menu as well

I can't find this map in the list of maps in the "Steam Workshop" menu where you create an offline game.
