After 2 and a half years I found the answer just kinda laying in plain sight. Type "snd_rebuildaudiocache" and the screech should stop once it's done. WARNING: it might take a while.

Okay, sound plays exactly as expected... but then ends in a high pitched screeching noise. Please fix that.
