the hangar bay can very well serve for that purpose,the hangar bay is certainly large enough to handle construction while offering the protection for the ships. and for smaller drones you can build them in the vehicle machine shop connected to the hangar. but to keep it compact more or less i only had one hangar bay. i was trying to keep the block count under a certain limit for obvious reasons of server ship size restrictions.
