I have no idea,I mainly use Facepunch for models but I guess you could ask around the Steam discussions and such, if not, Google is always your friend.

No they are not playermodels as they don't have the required animations.

As much as I'd love to make those NPCs I can't as they are not rigged to the valbiped animations and such, they were made for 3DSmax and I am shit at model porting.
