If all else fails, freeze it when you spawn it and use the no-collide world tool.
The reason it does that is because Garry's Mod flips ragdoll over when you spawn them, so character models spawn laying on their backs on the ground. That unfortunately means vehicles spawn the same way, and parts get stuck in the floor. The only way to fix it is to use a no-collide world tool, or spawn it in the air.
