@The Comanche, copy the .civ5mod file to your Documents\My Games\Sid Meier's Civilization 5\MODS directory, then right-click on it and 'extract here' with the winrar menu (I recommend 7zip)

The only mod in your list I don't use is the community balance patch, which is a very aggressive mod incompatible with many modded civilizations. I'd recommend making sure that a mod explicitly supports the CBP before trying to play with it.

I have Win.rar, is there a different program I need to open it?

It downloads and says the file has no app associated with it to preform this action when I try to open it. Im playing with the community balance patch, the greek civilization split, ige, infoaddict, and the thracian and minoan mods. When I go to the help screen I can see the Hyapsist and Walls of Troy uniques as being listed, but there's no civ associated with them. Its cool that you're still responding to comments after 5 years btw

The civ shows up in the mod select screen, but not the leader select screen, making it impossible to use. Also the direct download doesnt work

How about "while at war with a larger empire" for the -75%? I'm not sure why I didn't think of that back when I made the mod. Thanks so much for the suggestion!

Playing a ridiculous game where my one-city Troy lived off 41 city-states. Troy had food production sufficient to make an 80-population city 100% viable (and that would be higher except I replaced most farms with manufactories).

Troy should have a mechanic penalizing an extended war. Toward the mid-game, Mongolia was weakened quite a bit, so I declared war on Mongolia and just left the war on forever. Between that, a city-state oriented religion that spread through my continent, and the patronage ideas, influence degradation was reduced to 0. By keeping one perpetual enemy, then, I was able to ensure I would always have the -75% influence modifier. That being said, the free city-state units were only given if you change from "at peace with everyone" to at war with someone, so at least I wasn't getting a silly amount of troops during what later became a homicidal rampage. Still, something to prevent a protracted war might be a decent idea.

I didn't actaully know that! There are so many horse-centric Civs out there, though, and the mobility of horse troops kind of conflicts with the heavy City-defense focus that this troy civ has. And after all, it's not like the player can go seek out horses to found a city next to... Thanks for the suggestion, though. Trojan stables would be an interesting unique building.

Troy was known for it's horses and skilled horseman. Maybe you could add a bonus for horses, such as 2x horses from pastures w/ horses, or 1 movement speed or a free upgrade for them when made? But of course I understand balancing issues, don't want to make them too OP along with the Hypas' and walls.

I have a suggestion for the walls of troy: Make them a non-replacer requiring the palace and walls to build. That way puppets can build normal walls.

To mirror the militarism (besides making the AI flavor warmongering) I gave them the OP swordsmen. That is a good idea, though... I was thinking maybe something more along the lines of all city-states giving them units like militaristic city-states.

Currently the double bonus works well to compensate for the lack of cities, and the naval food bonus makes troy grow like crazy. One of my concerns is that its ability is too dependant on the existence of city states, but I suppose that Venice depends on it almost as much. Let me know how it goes.

SInce Troy was fairly militaristic, and to be more fitting with the Illiad, maybe you should have allied city-states gift a unit when war is declared on Troy. Just a suggestion to buff Troy since it cant settle or annex cities like Venice
