That's may be caused by the yesterday's update.. I'll reroll it and hope it fixes . I'm not 100% on how to update things in steam workshop, sorry :/

Thats because its intended to use only in residential areas, but raising it doesnt hurt. I'll do it soon. lol

This kind of building exists to delimits the area of the city. Yeah, it's kinda strange, but it exists in my country. OR since this model in particular came from a touristic city, it's for "touristic purposes" like a symbol of "welcome". OR we can use it prohibit the passage of vehicles not authorized to a certain area (a neighborhood e.g). Most of countries this action is anti-law, so it's not common abroad.
