So glad that my particle was featured in the pic called "Cyber" which hit front page of the Tf2 subreddit!

For it to look like it's being shot I would need to recreate the particle, but I cannot do that because I am away from home and on a computer too weak to run sfm right now. You can find the particle by clicking add particle system, then set the filter at the top of the spawning window to workshop. You could also set the filter on the bottom part of the window to Magic_stars. That should do it. But in the mean time, it can only be a background prop effect. Sorry.
