Your textures that are loaded into the import folder for Cities must have suffixes telling the game what type of texture it is. "modelname"_d for diffuse "modelname_s for specular etc. You must drop a copy of those PNG/JPEG images into the import folder or Cities won't know what to put as far as texture on your model.
Outside of that I'm not sure what else I can do to help without seeing more of your Blender scene and settings. Maybe if you can't share the .blend file or texture take a ton of screen shots of your blender windows and settings so we can take a look. Once you get the basics down it's easy to reproduce every time...
