Yes, u can try to use a traffic management mod to control which track vehicles should take and in which direction. This helps to divide the traffic into several lanes and thus minimize traffic jams. However, this only helps to a certain extent. I use the Mod Traffic Manager: President Edition .

I also add an image to the slideshow so you can see what I mean.

I like this layout, but I notice cars are backing up on the freeway because they treat the roundabouts like a stop light. Is there anything I can do to fix this?

yes that can happen when there is a very high traffic in the city. Depending on the traffic the roundabout should be enlarged if necessary. But there is no roundabout fits for each traffic volume, or this would be much too large. So I would ask you to customize the roundabout for yourself like this one for example.

I had problems with cars backing up onto the highway because they didnt want to block the roundabout intersections, I think a bigger roundabout would help solve this problem
