Well,I have great memories and will still try this out. But I agree with the D&D style rolling for attacks. May be a good system.

I personally thought up what I'd like to think is every angle of the rules to make this a simple, yet fun game.
The players have a limited amount of health, They have equipment & guns as well as a Movement & Action turn. There's police units and they get the same thing.
There's a clear objective, Four Players and a Game Master to control the police and civilians.
Sadly, I can't put all my details on this forum so I would ever so kindly ask that you add me or message me somehow so that I can show you what ideas I have thought up.

Could use some work but its alot better.
Also i suggest adding a drill, Camera room,Alarms, and Custom figurines (if possible)
Now you can make the way you want it,maybe make a game where the heisters need to kill all cops,or maybe not letting any civis:greens escape
Whats the rules?
You need to subscrive,then you need to make a server-singleplayer or multiplayer,and then workshop game and then select this game :D
